The paper gives a short overview on the background that is affiliated with the Low Carbon Future Cities project: it illustrates the current institutional framework of Low Carbon development both in Wuxi and Düsseldorf and points out strategies that help adapting to climate change. The paper further explores potential actions for regional energy transformations.
