Short biography

Fulya Kocukoğlu is the Program Director at the Global Relations Forum (GRF), where she leads the organisation’s community programs and conducts research across a wide range of areas, including EU affairs, security and defence, climate change and sustainable development, human rights, and the nexus of technology and geopolitics.
She is also the co-founder of Bruxircle, a Brussels-based youth platform focusing on EU-Turkey relations, where she serves as a policy advisor and social media manager. Previously, she worked as a research assistant at TÜSİAD’s EU-Brussels Representative and as a legal advisor at the EU Rights Clinic in Brussels. Her analyses on human rights and security issues in Europe have been featured on Unfiltered Voices, an independent news platform.
Fulya is a member of the Women in Foreign Policy (WFP14) and the Younger Generation Leaders Network on Euro-Atlantic Security (YGLN). She holds an MA in International Relations from the University of Sussex and an LL.M. in Human Rights Law with a secondary specialization in International Development from the University of Kent-Brussels School of International Studies. She earned her BA in Political Science from Galatasaray University.
