The Digital Services Act (DSA), which came into effect in February 2024, aims to create a safe digital space and protect users from online harm. Between April 2024 and July 2025, HateAid examined how major online platforms implement the new rules for moderating illegal content.
Findings: Despite formally established rights, many reported contents are not removed, dispute resolutions are delayed, and internal complaint systems often function inadequately. Automated moderation and shortcomings in oversight and Trusted Flagger programs exacerbate the problem.
Conclusion: The DSA provides the legal framework for better protection against online hate, but its potential is hardly utilized in practice. Without clearer standards, more resources, and consistent enforcement, its goal of effectively protecting users is at risk of being missed.
