Digital democracy? New technologies and political change in Europe’s neighbourhood

Short biography

Hélène Pfeil studied political science at Sciences Po Paris and at the University of St. Andrews. She graduated with a Double Masters Degree in International Relations from Sciences Po Paris and the London School of Economics. After having gained early professional experience with UNDP in Bratislava and the online newspaper “Opinion Internationale”, she worked for two years for the London Think Tank “Institute for Strategic Dialogue”. During her year as a Mercator fellow, she will explore how new information and communication technologies can foster good governance, transparency and citizen engagement.
