European Council on Foreign Relations

Within the framework of its European focus, Stiftung Mercator supports the European Council on Foreign Relations (ECFR). In these times of euro crisis, the weak position of Europe at the failed climate negotiations in Copenhagen and the increasing trend towards greater intergovernmentalism in Europe, Germany needs a strategic debate on European policy.
Because of its historic significance for European integration, its geographical location at the heart of Europe, the role it plays together with France as Europe’s engine, and because of its economic might and population size, Germany is one of the most important countries in the EU: no progress towards a common EU foreign policy can be made without, and certainly not despite, Germany. In the discussion about a common European foreign policy – which Stiftung Mercator is keen to promote through a pro-European Germany – Germany therefore occupies a key position. This requires focusing particular attention to the European policy debate in Germany. It is important to remember that in today’s multipolar world Germany can only play an effective role in overcoming global challenges for the future within the framework of a strong Europe. The cooperation is focused in terms of contents on the areas of Europe, China and climate change. To support the ECFR, Stiftung Mercator is making a million euros available over the next three years.
Structure and organization
The support provided by Stiftung Mercator is concentrated on the following areas
- The role of Germany in Europe and of Europe in the world
- The expansion of the ECFR’s China programme
- An improved analysis of the political and institutional aspects of Europe’s role in international climate protection policy
Objectives
By supporting the ECFR, Stiftung Mercator intends to raise the visibility and effectiveness of the ECFR in Germany, drive forward the expansion of the ECFR’s China programme and bring about an improved analysis of the political and institutional aspects of Europe’s role in international climate protection policy.
Within its Europe programme, Stiftung Mercator supports initiatives which strengthen Germany’s responsibility in Europe and Europe’s role in solving global human issues.
